It's possible that the spool is coming out too far. If the guy who put it together put it together wrong, sometimes the spool comes out too far. I've seen that before. My 200 with Fireline doesn't have any issues with Pencils or Spooks, so something has to be different.
The 100 series is known for sucking under Fireline when overfilled, but the 200 doesn't have that rep even if it is over filled.
