I have been out in Newport waters and have had a lot of success on a rising tide late in the day-early evening. While there weren't many gulls, you can find the fish feeding quite easily along as much deep structure you can find. It was all topwater- spinning use a jumping minnow and on the fly use a eel or medium herring pattern. It's a mixed bag of big blues and stripers, but lose the leader for some thick mono if you want to hook up on the bass.
