I am very much of a newbie with only a couple of seasons under my belt-all I can say is don't give up. Each year I have told my wife "this is my last trip" in October, but get drawn back out in November (even after thanksgiving). I am originally from Colorado and am totally fascinated by the surf...As a result I have gotten out in some of the snottiest conditions. First year, hooked a good fish in big surf and couldn't turn it. Tightened the drag (I know, I know) and snapped 30# braid with ease. So I upgraded to 50#. The next year hooked a fish in the pouring rain at a breachway, again couldn't turn it. Tightened the drag (I'm a slow learner) and it straightened two of the tail hooks on my plug.

Both experiences occured during daylight hours, and probably do more to bring me back than the few decent keepers I've caught since.

The Rhode Island shore is pretty spectacular-I can think of a lot worse places to not catch fish.
