If you have a boat, I would go out of Shark river or Manasquan river. Start North of there at the Atlantic highlands and work your way south. If you are fishing from the beach, the jetties in Deal are a good bet. The most productive way is to cruise the beaches and look for birds. I think the season is going to be late this year, so I will be working the Northern Jersey area, and working my way South thru Avalon.
