"Flats" is a generally referring to typically shallow flat stretches of ocean floor. 10 feet or less although that number is open to interpretation. Sightfishing in places like that isn't uncommon. Fish can be spooky there due to the lack of protection for them.

Think fishing for bonefish in Florida like you'd see on TV, only in the NorthEast and rarely is the water as clean.
