Short fast rods are better than long for spooks in my opinion. If I'm standing above the water on a boat or rock or something I'll point the tip at the spook and bang the tip toward the water. I'll bang it fast, slow, mix it up... Depends on how the fish want it that day. If I'm in the water I'll still keep the tip down but bang it off to the side instead of down into the water.

The idea is to get it darting back and forth along the surface at your desired tempo. They don't call it a jumpin minnow for nothing either. You can get it to shoot up out of the water too which can really drive fish bananas at times. You ever seen a bunker or mullet scared sh#%less flying across the water. It's kind of like that. Do it with big spooks too.
