Default White water?

So,
If I want to get out of the bay and out front in Newport for white water, what do I need for plugs/lures? I have a 10' rod, waders and corkers.

How about flies? Is is even worth messing with? From what I've seen guys fishing the rocks are heaving plugs a 100 yards, how the hell does a fly fisherman get fish there without a boat?

Should I fish high tide, low tide, day or night?

Easy! the fish are right at your feet feeding in the white water that the boats only wish they could reach! GEt a fly with a lot of natural movement. Find a spot where the water flows off the rocks and flows for a ways offshore, time your casts to hit the water after a wave has broken and starts to receed and just keep in contact with the fly as it flows out with the wash. The upside is that you get by with very short casts (actually better then long casts), but your line handling skills may be tested a bit if a swell is really cranking.
